CAMP KANGLEON, PALO, LEYTE — The Police Regional Office 8 (PRO-8) is stepping up its emergency response capability with the rollout of S.A.F.E. Eastern Visayas: DIAL 911, a flagship initiative designed to provide the public with a more accessible, coordinated, and prompt public service during emergencies and critical incidents.
Under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, PRO 8 is advancing the program’s implementation across Eastern Visayas. Originally conceptualized and implemented by PBGEN CARDIÑO during his previous assignment, the S.A.F.E. initiative reflects his continuing thrust for a police service that is visible, responsive, and capable of providing immediate assistance during critical situations. Bringing the program to PRO 8, he seeks to build on its established framework while adapting it to the needs and realities of the region.
Anchored on the PNP Focused Agenda, complementing the Safer Cities Initiative, S.A.F.E. Eastern Visayas: DIAL 911 provides the public with a unified avenue for seeking police assistance in emergencies such as crimes, fires, vehicular accidents, medical emergencies, natural disasters, and other incidents requiring immediate intervention.
S.A.F.E. stands for Seen with Integrity, Appreciated through Professionalism, Felt through Action, and Extraordinary Police Service. The program seeks to ensure that police presence goes beyond visibility by translating every police engagement into quality service and meaningful action for the public.
To ensure that the initiative is implemented consistently and effectively, PRO 8 adopts the 3Ps framework: Preparation, Program Implementation, and Post-Evaluation. The framework provides personnel with a structured approach to understanding the program, carrying out its operational requirements, and assessing its effectiveness based on actual community needs and outcomes.
PBGEN CARDIÑO emphasized that police presence must go beyond visibility and should be reflected in genuine service and meaningful action. “Our police presence must be seen, appreciated, and felt by our people—not only through visibility, but through genuine service and meaningful action. We must ensure that every police officer becomes a source of safety, trust, and confidence in the community,” he said.
At the heart of the initiative is a simple message to communities across Eastern Visayas: in case of emergency, DIAL 911. By strengthening the link between the public and emergency responders, the program seeks to make every call a trigger for timely and coordinated action.
